I just played the Hansa map and both Hamburg and Danzig got Imperial City status... well, at least both got the King positions availible.

Nope, no mods. Danzig rushed pretty fast with the grown, it become Imperial city maybe after 5-6 turns while Hamburg only after 2 or something like that.

It was my first game ever.

I think that I still got the save game left, I started another game after that since I noticed that I did choose somewhat wrong city to be in (London)

You can never chose the wrong city
Simpy build or purchase a house in the city you want to live in (as cheap as $2500) and move your character inside the house and assign them to that building.

You can now apply for office in that town
I always start in the smaller towns...get to mayor and when I get the IMPACT "Can Apply At Imperial Level" I move to the imperial city and apply for the top positions there...And I end up getting those offices directly below the king soooo much faster that way
